Governance

The Cycle Speedway Federation (CSF) has applied for charitable status as a CIO. It acts as the governing body of the sport of cycle speedway in the UK. Conforming clubs, who meet the CSF’s charitable objectives, are affiliated to the organisation. Under the constitution of the CSF each affiliated club is a member of the CSF and carries one vote at a General Meeting. Individuals are members of their club, not the CSF, but are governed by the CSF’s Rules and Regulations of the sport.

The objects of the CIO are:

The promotion of inclusive community participation in healthy recreation by providing facilities for participating in the sport of cycle speedway and its derivatives (from ‘Learn to Ride’ to Adult Racing)

This will be achieved by providing a federated structure supporting qualifying clubs that meet the CIOs charitable objective with:

  • A regional and national competitive structure with access to international competitions for males and females of all ages and abilities.
  • Insurance, safeguarding, rules, publicity, IT, and other essential core services
  • Support (financial or otherwise) in developing the grassroots of the sport and encouraging an inclusive, community focussed, club facility
  • Fundraising to support new track construction projects and the safeguarding of existing facilities

The full constitution will be published on the charity commission website following acceptance of the charitable application.

Bob is a retired plc CEO and Non-Executive director now focussed on charitable work both directly and through his charitable foundation  (Charity No 1182146) focussing passions for both helping young people into sport and supporting nature  recovery.

After a few decades away from Cycle Speedway he returned to try and help the sport restructure and get back into healthy growth.

Alexandra Mavolwane Wright BA(hons) BSc MA MSc

Alex has been involved with cycling since her 2 children began BMX racing in 2012. She was appointed to the British Cycling BMX Race Commission in 2021 and became Chair in 2023.

She is currently involved in 2 projects at British Cycling: an in-depth governance review and a pilot of Coach Licensing.

Michael Hack DMS, MMS (Dip) retired

Mike has had a 60 years involvement in cycle speedway, both as a rider and official, at every level in the sport. He is a retired management services professional, who spent most of his career working in local government and for housing associations.

The Interim Trustees meet monthly to discuss matters of governance, strategy and sport development, safeguarding and Health and Safety.

Safeguarding

The Club is fully committed to safeguarding and promoting the welfare of all children, young people, and adults at risk involved in Cycle Speedway.

We believe that everyone participating in our sport has the right to do so in a safe, positive, and enjoyable environment free from abuse, neglect, bullying, discrimination, or exploitation.

The club recognises its duty of care and will take all reasonable steps to protect participants from harm.

This policy applies to:

  • All club members
  • Coaches and assistant coaches
  • Volunteers and officials
  • Parents and carers
  • Spectators where relevant
  • Committee members and staff

This policy is intended to conform with UK safeguarding legislation and align with safeguarding expectations set by organisations such as British Cycling.

The CSF has a detailed and comprehensive child-centric safeguarding handbook that available by request from relevant parties.
